You can access it either by going down the parking garage ramp, or by taking the stairs inside the building all the way down. The second literature sample can be found in the house on the northwest side of Pleasant Park on the ground floor in the room where the NPC named Jonesy The First can be found. When you walk in the front door of the house, take a left and you should see the bookshelf with the literature sample along the wall.
